Poverty: A Threat to Child Rights in India

Poverty is a condition that endangers millions of children across India, putting them at risk for a variety of issues such as poor health, malnutrition, child labor, and child marriage. These challenges are deeply intertwined with the lack of access to basic necessities like food, shelter, and clothing. The adverse effects of poverty extend far beyond physical deprivation, threatening every fundamental child right: survival, development, and protection.

Poverty exacerbates existing economic, social, cultural, and gender disparities. Children living in poverty face a relentless cycle that perpetuates itself: poor children often grow up to become poor adults who then pass on their economic struggles to the next generation. This cycle of poverty is particularly harsh on children, impacting their mental, physical, emotional, and spiritual development in ways that differ significantly from adults.

Understanding Child Poverty

UNICEF defines child poverty as the deprivation of material, spiritual, and emotional resources necessary for a child's survival, development, and ability to thrive. This deprivation prevents children from enjoying their rights, achieving their full potential, and participating as full and equal members of society.

A study conducted by UNICEF identified seven critical areas where children experience severe deprivation: adequate nutrition, safe drinking water, decent sanitation facilities, health, shelter, education, and access to information. The study found that half of the world's child population suffers from at least one form of deprivation. Furthermore, these deprivations are often interconnected. For instance, the lack of safe drinking water can adversely affect a child's health, education, and nutrition, creating a compounded effect that further entrenches poverty.

Global and National Perspectives on Child Poverty

Child poverty is not exclusive to low-income countries; it is also prevalent in many middle-income nations. For example, despite similar per-capita incomes, children in Namibia face more severe deprivations than those in Colombia, with conditions comparable to much poorer countries like Togo. Child poverty is also closely linked to gender discrimination, as the distribution of income and resources within families and society often reflects existing power dynamics between men and women.

Children in poverty experience more than just material deprivation. The lack of material security makes them vulnerable to abuse and exploitation, pushing them into child labor and depriving them of their right to education and recreation. This exposure creates emotional and mental poverty, which in turn reinforces material poverty, perpetuating the cycle across generations.

Measuring Poverty: Global and Indian Perspectives

The World Bank provides a widely recognized estimation of poverty, with 1.4 billion people living below the poverty line in 2005. In 2008, the World Bank set the poverty line at $1.25 a day, using 2005 Purchasing Power Parity terms and price data from the International Comparison Program. This figure is based on the average national poverty lines of various poor countries.

In India, the poverty line is determined by the Planning Commission for the purpose of centrally sponsored programs in rural and urban areas. The Tenth Five Year Plan calculated the poverty line using thirteen parameters, each scored from 0 to 4. Families with a total score below 15 out of 52 are considered below the Poverty Line (BPL). These parameters include land holding, type of house, clothing, food security, sanitation, consumer durables, literacy status, labor force, means of livelihood, status of children, type of indebtedness, and reasons for migration.

In urban areas, poverty is assessed using seven parameters: roof type, floor type, water access, sanitation facilities, education level, type of employment, and status of children in the household. The 2004 survey identified 1.25 lakh urban poor families living below the poverty line. State governments use their criteria for BPL calculations for state-specific schemes.

The Way Forward

Addressing child poverty in India requires a multi-faceted approach that includes improving access to basic necessities, enhancing educational opportunities, and ensuring the protection of child rights. Efforts must focus on breaking the generational cycle of poverty and providing children with the resources they need to thrive.
